The Texas House member who has the highest conservative voting record out of all the others is seeking re-election this fall.
State Rep. Briscoe Cain (R-Deer Park) was first elected to the District 128 seat in the Texas House in 2016. He defeated liberal incumbent Wayne Smith of Baytown and quickly begin to gain notice for his conservative positions. According to the Fiscal Responsibility Index, during his first year in office, Cain earned a 100 and then fell slightly to 94 recently in his second session in the Texas House of Representatives.
Cain has been coined as the Capitol’s most "fiery and forceful" legislator due to the bills he pens. He is best known for the pro-life “Heartbeat Bill” he authored in the last session. The conservative provocateur was recently banned from Twitter for telling Democratic presidential hopeful Beto O’Rourke, “My AR is ready for you, Robert Francis.”
Cain defeated Robert Hoskins, a former Goose Creek ISD trustee who currently serves as a Baytown City councilman, in the Republican primary on March 3. Cain received 11,752 votes (79.3%) to Hoskins' 3,064 (20.7%).
He will face Democrat Mary Williams in the Nov. 3 general election.
